Legalization is a number of certain formal procedures for giving the document validity on the territory of other country for the purpose of representing it in official bodies of other state (country). The legal force (legitimacy) of the foreign documents is confirmed by one of the following ways depending on the country:

Documents drawn in a foreign language shall be submitted with the translation into Russian.
The whole body of original foreign text is a subject of translation, including names of officials, stamps and apostille stamp. A sheet of paper with the translation must be attached to the copy of the translated document. Accuracy of the translation or the translator`s name is notarized according to the established procedure.
All documents are to be issued on the name indicated in the passport, which will cross the border of the Russian Federation. If the name and / or surname were changed, you should additionally submit a certificate of name and surname change (or a marriage certificate).
The spelling of the names in Russian must be the same in the translation of all documents and in the entry visa.
If you submit your application set before obtaining an entry visa to the Russian Federation, please first clarify the manner your first and last name spelling in the visa in the Russian Embassy (Consulate) in the country of your residence.

Legalization is not required, the documents are accepted without any additional certifications.
Translation into Russian and its notarization can be done in the following ways:
in the country where the document was issued by a national translator with certification of a local notary;
in the country where the document was issued in the Russian Embassy (Consulate);
in the Russian territory by Russian translator with certification of a Russian notary.

The documents must be certified by the «Apostille» stamp. The «Apostille» stamp on the official document is put down by competent authorized bodies of the country of issue of the document (example, State Secretary, Department of Education, Ministry of Education, educational institutions and others) on the original document or on a separate sheet, which is attached to the document in official language of the authorized body.
Translation into Russian is to be done after the «Apostille» is received. The documents are to be translated into Russian in the Russian Embassy (Consulate) in the country where the document was issued or by the Russian translator in Russia. Translation accuracy (or translator’s signature) is certified by a Russian notary only (at the Russian Embassy (Consulate) or in the Russian territory).
The documents are to be registered through Consular legalization.
This procedure is carried out in 2 stages:
witnessing of documents by competent authorities of foreign affairs (Ministry of Foreign Affairs) of the country of issue of the document (depending on legislative requirements of the country of issue: generally the original, in some countries - copies) – the corresponding stamps with the indication of the position and the signature of the assuring person are put down;
witnessing of documents by consular services of the Russian Federation (consulate or embassy of the Russian Federation) in the country of issue of the document– the corresponding stamps with the indication of the position and the signature of the assuring person are put down.
Translation into Russian is to be done after the legalization procedure. It can be done in the Russian Embassy (Consulate) in the country where the document was issued or by a Russian translator in Russia. Translation accuracy (or the translator`s signature) is certified by a Russian notary only (at the Russian Embassy (Consulate) or in the Russian territory).
