Speaking at the Eastern Economic Forum in September 2019 at a meeting on the topic «Legislative Support of the Arctic», Denis Kravchenko, deputy of the State Duma of the Russian Federation, coordinator of the «Locomotives of Growth» project, stressed the importance of developing the Arctic region of the Russian Federation and the need for training specialists for this region. Further, on February 6, 2020, at a meeting of the Presidium of the State Council and the Council on Science and Education, it was proposed to introduce tax deductions for those enterprises that are willing to invest in higher and secondary special educational institutions. Attracting business to invest in educational institutions will create intellectual centers in the regions. This is a timely and relevant practice. This demanded regional aspect and feature of research and educational activities of the G.I. Nevelskoy MSU became the subject of discussion at the next workshop on the joint development of activities to strengthen the human resources of the region on February 6. Deputies of the Vladivostok Duma and heads of shipping, ship repair and shipbuilding enterprises joined in the discussion of this issue. The meeting was chaired by Rector Denis Burov. Among a number of important issues on the agenda, a proposal for a revival of ship modeling as an integrated platform for the development of innovative technical activities, engineering education and early career guidance at the G.I.Nevelskoy MSU. The main elements of the project are the development of the children's club movement (forms of early career guidance and pre-university training); development of ship-modeling sports (schools of higher sports and technical achievements); free class (development of innovative technical areas of sports and creativity). The first concrete steps to implement this project were discussed. It was decided to continue the formation of platforms for joint activities of the University and enterprises of the maritime industry with the support of the Vladivostok Duma.
